Boil Order in JOCO?

Is JOCO really old enough to have major waterline breaks like the one we had today?  No.  

Someone should be looking into the crappy work that Water One has been doing for JOCO because the only reason we should ever boil water is to fend off KCMO & KCK residents from entering our Utopia.  

UPDATE:  A SINGLE RACCOON DID THIS?????????????
